Updates from the FAA on International Flying

Last week, the FAA informed us that one of the most common enforcement issues on international flights is RVSM compliance. These are cases reported to the FAA by foreign Civil Aviation Authorities for enforcement action of US registered aircraft that were out of compliance for RVSM operations. The top reason was failing to have a specific LOA (B046 / D098) for RVSM operations. Usually these were operators of aircraft who were operating RVSM under Part 91, Appendix G, section 9. This regulation is ONLY valid for domestic operations inside the USA. Before traveling outside the USA, be sure that you have the necessary LOAs or be prepared to fly below FL290 or above FL410 the entire time.

Other updates from the FAA included the possibility of combing the B036 and B054 LOAs into a single LOA for RNP operations. Specifically, this would help FAA POIs to issue B054 to operators with a B036 in order to be legal for MEL relief of an inoperative navigation system. There are plans to issue a revised Advisory Circular 91-67A soon covering Minimum Equipment Lists (D095 and D195). Also, the West Atlantic Route System is getting an acronym change from the present WATRS to WAT!
