    Nicaragua Overflight Permit

    For those who travel to Costa Rica and points south of Costa Rica, be advised that Nicaragua is planning to change the procedure for issuing Overflight Permits. The new procedure is still in the testing phase and definitely has some issues, but it will be a radical change from the old procedure. If you plan to fly through Nicaraguan airspace you are required to have a Nicaraguan Overflight Permit. For those wondering..... YES, they do check. I have heard denial of entry or reroutes issued on frequency to aircraft without a permit.

    There has been a longstanding controversy whether aircraft in the Upper Information Region (UIR) are required to get this permit. COCESNA's position is that they only check on permit status for the country where the airport of landing is located but not all the countries enroute. That does not mean it isn't required, it just means that COCESNA doesn't check before they accept a flight plan sent over the AFTN. However, if you are on descent into Liberia, Costa Rica and you have to contact Managua Approach, you might have an issue. Also, if you are ever forced to divert to Managua and they realize you did not have a permit, that could cause some issues as well. Nonetheless, we cannot say it is "OK" for aircraft flying in the UIR to not get a legally required permit.
